Consistent financial reporting
Consistent financial reporting (CFR) was introduced in 2002/03 as a standard to provide data to the DfES for integration onto the national benchmarking data base. Schools have a legal requirement to provide this data, and they have the option of completing returns themselves, or requesting the LA to complete the information on their behalf (through Education Finance). For schools using SAP, the reports needed for CFR can be generated by the system. The legal basis of CFR means that schools using other systems have to be able to report their annual figures in accordance with the CFR framework and within the timetable set by DfES. This legal requirement applies whether a school’s CFR return is made by the school directly or via the LA.

The DfES makes this  data is available for schools to view annually in September covering the previous financial year. This is available through the website at: http://sfb.teachernet.gov.uk/login.aspx

Financial Management in Schools

 
Supporting Schools Financial Management

SSFM is a programme led by the DfES in partnership with the Virtual Staff College (VSC) to:

  • raise awareness of new school funding arrangements from 2006/07;
  • communicate the benefits of a coherent approach to supporting schools and their budgets;
  • raise awareness of local authority finance officers regarding the link between sound financial management and raising standards in schools;
  • raise awareness of school improvement officers regarding key school resource management issues;
  • communicate on hot issues and their implications for strategic planning; and
  • launch the resource project website and online forum.

Financial Management Standard in Schools

The FMSiS website will be updated annually to include new or amended resource documents where appropriate.
The 2007 updates should be live before the end of April.

The FMSiS website has been developed by the DfES and IPF and is intended to help schools in evaluating the quality of their financial management and to aid in training staff to become better financial managers. Consequently, schools will be able to manage their resources more efficiently, leading to an increase in Value for Money.

As part of this process the Department will review the Standard itself and build in improved functionality where possible based on the feedback we have received from LAs and schools.
