Report of the Expert Group on Assessment...
Summary of the changes identified in the Report of the Expert Group on Assessment:
- KS2 National Curriculum tests will be moved to June, with no pressure for rapid marking
- All secondary schools will get will be Teacher Assessment from feeder primary schools
- APP will become increasingly important to support Teacher Assessment. This will obviously require support for schools - training in APP is funded through the Assessment for Learning Strategy
- League tables will be replaced by a balanced scorecard approach. This will include functional skills qualifications as well as other assessment data as its measure of pupil attainment
- Pupils with significant difference between their teacher assessed attainment and their NC test results will be a focus for discussions between secondary schools and their feeder primaries
- Science NC tests are to be discontinued, and Teacher Assessment will be used in its place
- A decision on whether the Single Level Tests being trialled as part of the Making Good Progress Pilot or National Curriculum tests are the future of KS2 assessment will await the completion of the SLT trials
- There will be a system of national monitoring at KS3, probably based on the existing international surveys (e.g. TIMSS).
These recommendations will come into play in September. All in all the focus of KS2 and KS3 assessment is shifting to trusting teachers' assessment of their pupils, whilst providing frameworks such as APP to make this assessment valid and reliable.

Assessing Pupils Progress (APP)
The DCSF is making substantial financial support available for AfL and has announced a total of £150 million over the 2008-11 Comprehensive Spending Review period (£50 million per year) in order that schools can use formative assessment to drive pupil progress.
The Assessing Pupils Progress (APP) materials have been produced to strengthen schools' approaches to AfL and are designed to secure teachers' summative assessment judgements of pupil progress in Key Stage 3. APP materials for reading and writing were distributed to all secondary schools in 2006 and those for maths in the early part of 2007. APP materials for speaking and listening and for science will be distributed during 2007-08. Following succesful piloting in primary schools, comparable materials are being rolled out nationally in 2008.

Implications for Teaching and Learning
Each year the National Assessment Association carries out an analyisis of pupil performance in the National Curriculum tests which result in two products:
Leaflets
The leaflets 'Implications for teaching and learning' based on an analysis of the 2006 tests are being distributed to schools as well as being available to download from the QCA site (link below). They are intended to be displayed as a wall poster and are intended for colleagues involved in the delivery and assessment of the national curriculum, as they identify areas that teachers may want to emphasise when planning lessons.
2006 implications for teaching and learning (ITL)
Presentations
As in 2005 NAA is producing a series of presentations based on the 2006 analysis of pupil performance to be made available only online by early December. The presentations will include examples of pupils' responses to the 2006 test and detailed discussions of the implications for teaching and learning.
