Primary Capital Programme (PCP)

The programme will:

•Support national and local priorities
•Deliver the Children’s Plan
•Raise standards
•Enable a choice of schools 
•Set primary schools at heart of the community
•Remodel or refurbish approximately half of all schools
•Schools outside PCP still receive devolved formula capital.

Primary Strategy for Change (PSfC)
The capital programme begins in the financial year 2009/10, before funding is released, LAs submit a Primary Strategy for Change (PSfC) document. The PSfC provides a strategic framework for the longer-term LA investment decisions over the course of the programme. The preparation of the PSfC was overseen by the PSfC board, chaired by Gail Tolley, Assistant Director Learning and School Effectiveness.

The document has five main sections:

The local perspective - an overview of our aims and objectives for primary education and a brief description of the area.
Baseline analysis -an outline of current performance, deprivation, places, building condition and suitability, links with early years providers, extended services and co-location of primary schools, Sure Start children’s centres and wider children’s services.
Long-term aims -the investment priorities for the next 14 years.
Approach to change - how the PCP will be managed, including governance, staffing and resources, criteria for choosing projects, ICT and procurement.
Initial investment priorities -including the projects for 2009/10 and 2010/11.

Primary Schools in major rebuild...


The Primary Capital Programme
The Government is committed to renewing at least half of all primary school buildings by 2022/23 through the Primary Capital Programme. The aim is to create primary schools that are equipped for 21st century teaching and learning, and are at the heart of their communities with children's services in reach of every family.

The primary capital investment should support a wide range of policies with the Children's Plan at its heart. The investment will support the transformation of education, including raising standards and improving the life chances and well being of all children, the removal of surplus places, inclusion, Every Child Matters, and the provision of extended services for the local community.

Schools that do not benefit directly from the Primary Capital Programme will continue to receive funding via the devolved programme and, where appropriate, the targeted capital fund.
