Total cost of ownership (TCO)

Total cost of ownership (TCO) is potentially a key concept in the whole area of improving the provision and use of ICT in schools. Put at its most general, TCO is the sum of all of the costs associated with a given aspect of an organisation's work.

So... if you spend money on education - on buildings, or ICT for example - then what should get better? This makes for a very good debate anywhere that people who care about learning are gathered together!

Architects often can be very precise about the energy that is lost, and the costs that result, if a school is designed badly. But they never seem to know how much learning might "leak away" if design is poor... It's the same with ICT. So, in this preliminary stage of Learnometer project here are some of the outputs that governments and policy makers have aspired too. It a much longer list that just "exam passes" or "% university entrance" isn't it...

ICT investment planner
Becta have produced a tool to help schools understand the annual operation and replacement costs of ICT. The tool highlights how the value and cost of ICT changes over time and provides a sound basis for planning future ICT investments.

The tool can be used by anyone in school who makes decisions about investing in ICT. You do not need detailed technical knowledge to use it.

Budgeting
Becta's focus on the long-term sustainability of ICT infrastructure is designed to help schools plan and budget for ICT, confident that they are taking into account all associated costs both now and in future years. This section is aimed at school leaders and staff responsible for the management of ICT costs.
