Disposal of IT Equipment Tom Lloyd from Brent ITU (Information Technology Unit) provided the following information regarding the disposal of ICT equipment in Brent. • New rules on waste – Every business in England and Wales has a duty of care to ensure that waste is disposed of responsibly. This will lead to better protection for the environment and health. • Brent Council will ensure that ICT equipment is disposed of in accordance with The European Waste Electrical and Electronic (WEEE) directive, which will enforced from February 2006 • Brent Council also has a Green agenda which works alongside the program adopted by the majority of Brent schools that encourages and supports educating children about current environmental issues. • A list of equipment that classifies as hazardous waste is available below in the disposal policy at the end of this page. • In accordance with new legislation the dump in Wembley will no longer legally take hazardous ICT equipment. • Any business that produces hazardous waste has a legal duty to register their premises with the Environment Agency where the waste is produced. • From the 16th July 2005 any premises where hazardous waste is collected will require a premises code; (if they are disposing of over 200 kilos of equipment per annum as listed as hazardous under the Restriction of Use of Certain Hazardous Substances (ROHS) directive). However if a premises are disposing of under 200 kilos of equipment per annum they do not need to register. • Once registered each premises will be given a unique registration number – known as a premises code. • According to the WEEE directive schools need a certificate of destruction to provide evidence of safe destruction of hazardous waste. The Department of Environment have issued guidelines for disposal of waste, so if you need clarification please visit the following website .www.defra.gov.uk/environment/waste/management/doc. • To register as a hazardous waste producer please visit: http://www.environment-agency.gov.uk/subjects/waste/1019330/1217981/1218079/?lang=_e SIC Code • Schools will also need the Standard Industrial Classification Code and this can be found on the following web site; http://www.statistics.gov.uk/methods_quality/sic/contents.asp Brent Solution • ITU have researched the services available from a number of different companies for managing the disposal of ICT equipment. • Brent ITU use a company called ‘Klassic computer Service’. They also recommend this company to schools, as Klassic offers a reliable service with good prices. • If schools choose to use Klassic they are welcome to contact them directly: Klassic Computer Services Ltd Unit 9 Church Meadow Long Ditton Surrey KT6 5EP United Kingdom email: enquiries@klassiccomputers.co.uk Tel: 020 8398 3504 Fax: 020 8398 3553 Contact Person: Julia Folley • The one off cost applies only to a school if it is the site where the company Klassic collect the waste from. If a number of schools decide to get to together to arrange one collective pick up point for Klassic, then only that school (with the pick up point) will need to register as a waste disposal centre. It will be down to the schools involved to arrange how the cost to register as a waste disposal centre is divided. • Klassic are flexible with regards to pick up times. • Brent ICT Team are inviting Tom Lloyd from ITU, Raj Seedher Brent’s Corporate Standards Manager and Julia Folley from Klassic Computer Service to present this information and give an opportunity to ask questions at the next ICT Subject Leaders meeting (Date will be available in September) Brent Councils Information Technology Disposal Policy (draft policy) (click here to download) outlines the above in more details. |
