Picasa is a comparatively new freeware graphic utility from Google. Now this is pretty swish to look at and it's remarkable that it is free. It does most of what Irfan View can do (although not all) and it does it well. After scanning your drive for all images on your computer and arranging them into albums you can choose how to manipulate them.

To resize you need to select the images you want to change (use Ctrl+left mouse to multiple select) and then select File/export pictures to a folder.

From here you can specify the destination folder and the new size and off you go.
